Chemonics International, a global international development consulting firm, seeks expressions of interest from qualified Public Procurement Experts for possible short-term assignments in the period September to December 2015. The positions are under the USAID Business Regulatory, Investment, and Trade Environment (BRITE) Program.
Main Tasks:
- Develop the secondary legal framework on public procurement and related legal documents (explanatory notes) that will ensure the effective implementation of the new Moldovan Public Procurement Law.
- Provide support to the Public Procurement Agency and the Ministry of Finance in promoting the approval of the secondary legal framework on public procurement.
Qualifications
- Bachelor’s degree in law, public administration or other related field.
- At least 5 years of relevant experience.
- Deep knowledge and understanding of public procurement legislation and its application in practice, from and public and private sector perspective.
- Knowledge of EU laws and international best practices in public procurement.
- Understanding of the law and rule-making process in Moldova and good experience in drafting laws or regulations.
- Excellent writing, presentation and communication skills.
- Fluency in Romanian – written and spoken; good knowledge of English an advantage.
