January 27, 2014. The Government discussed with the country’s business environment the priorities to streamline the interaction between government institutions and business environment by using digital technologies and e-government tools.
Thus, in 2014, the Government intends to launch and implement a range of electronic services for the business environment, such as: e-tax invoice information system, state register controls, e-transport authorizations.
The Government is also about to launch and to implement: the “e-ANSA” information system regarding the import-export supervisory activity management in terms of ensuring the sanitary and phytosanitary requirements; the information system for recording real estate transactions; the information system for e-public procurement and information system for online submission and asset and interest declarations monitoring; “e-Authorizations for conducting trade activities based on the one-stop shop”.
Until now, the Government implemented several e-governance platforms, among which: Government service for electronic payments Mpay, governmental authentication and access control service (MPass), the mobile signature, the MCloud technology platform – platforms used at the sector level by the CPA in order to provide citizens and the business environment with electronic services for priority areas such as education, tax, social, transport etc.
In 2014, the Government initiated the process of implementing the interoperability platform, which will facilitate the data exchange between the public authorities and the process of providing quality public services, including online. By means of the e-governance agenda, the Government facilitates the interaction between the citizens and business with the local public authorities and also insures their integration and mobility on the European Digital Market.
The Prime-Minister of the Republic of Moldova, Iurie Leanca: We hope the business environment will implement the Government e-transformation agenda to use the new electronic services launched with the aim to simplify the interaction of citizens and business with the local public authorities and also to eliminate the risk of corruption”.
GEC Chief Executive Officer, Stela Mocan: “The Government intends to benefit as much from the advantages provided by the digital technologies to increase the comfort and efficiency level of the business environment interaction with the state institutions. The main objective of the e-transformation agenda implemented by the Government is to provide quality public services, that can be accessed 24/24, regardless of geographical location and the device used (PC, laptop, mobile phone, interactive shell or tablets) at minimal costs. In this respect we rely a lot on the digital interaction with the public authorities, as well as on the support and direct participation of the business community in the implementation of the Government e-Transformation agenda.
Currently, the Government provides several electronic services intended for the business environment, including: e-fiscal services, e-Licensing, e-CNAM and e-CNAS.
The activities for the year 2014 introduced in the e-transformation agenda are part of the objectives of the Strategic Program for Technological Modernisation of Governance, with the main aim to increase the level the public institutions, the business environment and citizens use the potential provided by the digital technologies. The Government e-transformation projects are funded by the World Bank.
