Booz Allen Hamilton: Specific procurement NOTICE (SPN) - MCA-Moldova mid-term operational review - PP7/M&EP/CS/QCBS/15

1. The Millennium Challenge Corporation (the “MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Republic of Moldova (the “Compact”) in the amount of approximately 262,000,000 USD (the “MCC Funding”). The Government, acting through the Millennium Challenge Account – Moldova, a public institution established under the laws of the Republic of Moldova as the Accountable Entity for the Compact (the “MCA-Moldova”), intends to apply a portion of the MCC Funding to eligible payments under a contract for which the Request for Proposals is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA-Moldova shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding.

2. The goal of a Compact would be to reduce poverty through economic growth. The Compact contains the following components:
- Road Rehabilitation Project (RRP). The project would improve profitability and marketability of goods carried on the roads, improve access to social services among communities serviced by the roads, and improve road safety. The proposed project comprises the rehabilitation of existing paved four-lane roads.
- Transition to High Value-added Agriculture (THVA) Project. The project objective is to increase incomes in rural agricultural communities through transition to higher value-added production through rehabilitation of irrigation infrastructure, radical changes to its management, and increased access to finance, training, and market information, beneficiaries will transition to more intensive and varied crop production and better marketing of the production.

This Invitation for Proposals follows the General Procurement Notice posted on the MCA-Moldova website at http://www.mca.gov.md/en/General-procurements-notice.html on April 30, 2013, dgMarket on April 30, 2013, and UN Development Business Online on April 30, 2013, and published in the local newspapers Ekonomicheskoie Obozrenie on May 10, 2012 and Monitorul Oficiel on May 17, 2013.

4. The MCA-Moldova acting through the Procurement Agent now invites proposals to provide the consultant services referenced above (“Proposals”).
The objective of the Mid-Term Operational Review (“MTOR”) is to enable the Government, MCC, and MCA-Moldova to assess the progress in delivery of Compact implementation and based on this assessment, to take decisions on the future orientation and emphasis of project management during its remaining time. It shall focus on the operational management of implementation in order to create efficiencies and maximize resources and to ensure that Compact activities will be completed on-time.
In particular, the MTOR will document the MCA-Moldova programmatic interventions and how they were implemented; assess to what extent have the targets set for the evaluated period been attained; evaluate how the design and implementation deviated from the original plans and the reasons for the deviations; and identify what worked well and what were implementation challenges. Overall, the MTOR will provide critical information for improving implementation during the remaining period of the Compact.
The MTOR will cover the work carried out over the period of September 2010 – September 2013 of Compact implementation in Moldova.
It is expected that based on the above objectives, the Consultant shall elaborate brief, clear, conclusions and recommendations, including:
(a) The degree to which Compact and projects’ outputs are likely to be delivered on-time;
(b) Significant lessons that can be drawn from the management experience of Compact and projects and their results, to date, particularly those elements that have worked well and those that have not;
(c) General recommendations on improving implementation for the remainder of the Compact.
The selected Consultant will sign a nineteen (19) weeks fixed price lump sum contract.

5. The Request for Proposal (“RFP”) is open to all eligible entities (“Consultants”) who wish to respond. Consultants may associate with each other in the form of a joint venture or in a sub-consultancy agreement to complement their respective areas of expertise to enhance their capacity to successfully carry out the assignment and so long as any association is otherwise formed in accordance with the terms of the RFP.

6. A Consultant will be selected under the Quality- and Cost Based Selection (QCBS) method, the evaluation procedure for which is described in the sections of this RFP in accordance with MCC Program Procurement Guidelines as amended on September 2010, May 2011 and April 2013, to be found on the MCC website at http://www.mcc.gov/pages/business/guidelines.
