Sourcing Specialist

 KVG is currently seeking a Sourcing Analyst to join our dynamic team based in Chisinau, Moldova. This individual will provide local, regional and outsourced solutions for the various requirements of our customer base and to support our business development department. This person must be versed and knowledgeable of current market values regarding matters pertaining to mission support elements and the compliance with local laws and municipalities governing such ventures. Additionally, this person must be multilingual and possess the abilities of being a self- starter, outgoing and determination to thrive in the dynamic environment of sourcing. KVG is interested in an out-going individual to fill this critical position.

Position Description:

• Responsible for executing KVG sourcing programs assigned by the Sourcing manager and assist current operational needs for the KVG Chisinau, Moldova office. 
• Operational and Administrative understandings of Sourcing and its Life-Cycle.
• Provide oversight and real-time reporting 
• Operating within the region and possibly on military bases supporting United States Military personnel with sourcing and procurement support. 
• Assist Global Operations Manager and Country Manager with providing creative and cost saving solutions to critical needs and day to day operations. 
• Identify, develop, and implement local and regional sourcing systems, policies, procedures and training into company procedures as directed. 
• Translate and interpret documents for localized sourcing and communicate written or oral conversations to support the KVG team. 
• Ensure all company information is protected through a company-wide operational security and contract policy.
• Coordinate all Sourcing activities, resources, equipment and information for KVG Office Georgia/ Moldova/ Ukraine/ Romania/ Poland. 

• Conduct market research for all requests for information (RFI). 

• Gather quotes and procure official letters of purchase and support from vendors. 

• Support all administrative requirements for all active and future projects. 

• Maintain comprehensive project documentation, plans and reports. 

• Monitor, track and report all RFI progress and report all issues that arise. 

• Act as the point of contact and communicate project status adequately to all participants.

• Help prepare project proposals, timeframes, schedule and budget.
• Implements plans to assure orders meet specified quality and delivery times and to minimize the total cost of purchases.
• Documents performance to action plans and timelines for assigned sourcing projects.
• Establishes supplier base in conformance with guidance from Managers/ Directors.
• Handles requests for information, quotations, proposals, and bidding processes.
• Evaluates current and potential suppliers in coordination with KVG Supply Team.
• Negotiates with suppliers to meet quality, delivery, and cost objectives.

• Initiates contract negotiation and development in coordination with Sourcing Manager and Contract Specialists (Executive Director).
• Drives the parts and process qualification in coordination with KVG Supply Team.
• Works with Sourcing Manager, Sourcing Analysts, and vendors to guarantee supply for all portfolios.
• Establishes and maintains rapport with all levels of supplier personnel and internal customers.
• Identifies opportunities and implements actions to achieve efficiencies.

Position Requirements

• 40 to 50 hours a week availability and considering on-going projects, available on holidays and weekends.
• Currently live in Chisinau or the surrounding commuting area (50 km).
• Ability to work independently and self-start. 
• Must possess an active driver license and be willing to drive throughout Moldova. 
• Must speak, read and write English and Romanian/ Russian - Language Skills: Knowledge of English (level III) and Romanian/ Russian (level IV) - STANAG 6001, TOEFL or equivalent. Russian, a plus. 
• Strong working knowledge of Microsoft Office suites.
• Excellent written and verbal communication skills.
• Solid organizational skills including attention to detail and multitasking.
• Ability to locate and price foreign and local commodities, goods and equipment for purchase.
• Experience in comparing commercial offers against current, past and future markets.
• Working knowledge of VAT exemptions and customs processes and fee’s for Moldova and throughout EU and Eastern Europe. 
• Preferred job experience working with USG relating to Acquisitions, Supply and Demand.
• Previous experience working with Acquisition’s as a Sourcing Specialist or Procurement Specialist.
