The Proposal Writer researches, organizes, writes, edits and produces technical written proposal materials. These materials provide support to proposal and capture managers in the development of business proposals in response to requests for proposal (RFP), Requests for Information (RFI), Sources Sought Notices (SSN) and Evaluation Notices (ENs) as well as various marketing and technical material.
Principal Accountabilities
(Typical duties include the following, although specific duties vary by assignment or contract.)
• Writes technical copy for proposal development and business development and program publications (e.g. RFIs, SSNs, etc.)
• Identifies potential issues in the project documents and requirements, and follows up with assigned team members responsible for those task items.
• Prepares written text and coordinates layout and organization of narrative and graphics incorporated into business proposals, manuals and other documents according to prepared outlines and specifications.
• Researches available technical data including program information, operational concepts, technical and management approaches, functional area in support of proposal development.
• Researches, develops and writes technical content for technical and management documents as required for proposals and contracts. Interviews technical and functional subject matter experts (SMEs) to develop and document content for inclusion in proposals. Develops deep understanding of common approaches and functional requirements and applies that knowledge to proposal development.
• Ensures technical documentation is accurate, complete, complies with RFP requirements, meets editorial and departmental specifications and adheres to standards for quality, graphics, coverage, format and style.
• Creates graphic illustrations, charts, matrices, flow diagrams, and process flow charts for proposals that includes requests for graphic artist support, writes captions and introduces figures in text.
• Trains and works with proposal team, technical writers, SMEs, and consultants.
• Maintains proposal archive, past performance, and resume database.
• Coordinates with subcontractors to ensure information meets company standards and RFP requirements
• Reviews other proposal volumes to verify the accuracy and consistency of proposal narratives and company data points; participates in color team reviews.
• Oversight of past performance writers, reviewing, revising, and editing drafts and final narrative.
• Responsible for outlining, creating, reviewing, revising, and publishing proposal volumes and sections.
• Works directly with proposal managers to create proposal content strategy and structure.
• Responsible for workload distribution and coordinates work direction with proposal team members.
• Performs other duties as assigned.
Knowledge & Skills
• Must be deadline-oriented, and possess strong skills in: Presentation, Written Communication, Graphic Design, Technical Documentation, Template Creation and Layout, Coordination and Problem Solving, with a strong knowledge of markets supported.
• Ability to organize and prioritize multiple work assignments, work with little or no supervision and works well under pressure.
• Must possess a thorough knowledge of the federal acquisition process, FAR, and RFP sections and appendices.
• Must possess excellent interpersonal and interviewing skills when working with SMEs and technical leads
• Maintains quality results by using templates, following proposal-writing standards including readability, consistency, and tone, and maintaining proposal support databases.
• Working knowledge of SharePoint and DropBox administration and production processes highly desirable.
• Expert knowledge of Microsoft applications that includes Project desirable.
• Excellent verbal and written communication, also editing/proofing, research and analytical skills.
• Ability to work and train junior and consultant personnel.
• Proficient in English language to apply rules of grammar and spelling.
• Additional knowledge/skills may be required by contract or assignment.
Experience & Education
• Advanced degree in an associated discipline preferred
• Minimum five (5) years of work experience in proposal support, writing, editing, communications, in a Shipley-based proposal development
• Additional experience/education may be required by contract or assignment
Physical Requirements/Working Environment
• Works in a normal office environment.
• Must be able to work extended hours, often with short notice, to meet deadlines. Extended hours may include late nights, early mornings, weekends and holidays.
• Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail.
