The Government has approved amendments to the secondary legislation on the implementation of the Extended Producer Responsibility (EPR) mechanism – an essential step towards clarity and fair application of the rules.
-New and redefined key notions (own consumption, professional title, producer) bring more transparency and eliminate unnecessary formal obligations.
-Companies will no longer be required to register in the Producers’ List when no real obligation exists – meaning reduced costs and lower administrative burden.
- It is now explicitly provided that imports for own consumption (with no commercial purpose) are exempt from EPR obligations, while the free provision of equipment under clearly defined conditions will not be considered as a professional supply.
AmCham Moldova has consistently advocated for these clarifications and welcomes the authorities’ openness in adjusting the legal framework for a fair and functional implementation of EPR.
