Moldcell: Moldcell presented at 2012 ICT Summit mobile solutions which will stimulate economic development of the country
Moldcell is one of the devoted partners of the ICT Summit held for the third year in Moldova, considering this international forum as an excellent platform to share best practices in ICT domain at global and local levels. The current edition is distinguished by the constructive dialogue between public and private sectors materialized in specific ICT solutions designed to transform our society into open, transparent and digitized one.
At the current edition of the ICT Summit, Moldcell presented several technologically advanced solutions, aimed at creating new opportunities for Moldovan citizens while they interact with the state institutions and to solving daily problems quickly, comfortably and efficiently.
1. Moldcell, together with the Institute of Healthcare and Medical-Social Assistance (IHMSA), in partnership with the National Center of Management in Healthcare, with the support of Moldovan Ministry of Healthcare presented in premiere at the summit mHealth solutions. mHealth applications presented by Moldcell address to TB (tuberculosis) and HIV/AIDS patients and pregnant and women and those who just gave birth. These 3 categories of the population have been identified as current priorities, as far as treatment adherence and informational medical assistance need are concerned.
mHelath TB şi mHealth HIV/SIDA services imply sending SMS messages to the beneficiaries of the program, reminding them to take their medicaments. mHealth is an alternative assistance solution, low costs and personalized, avoiding the involvement of the human factor. Due to Moldcell mobile telephony penetration rate in the most remote towns and villages of Moldova, the patients will be able to receive guidance at distance and follow the treatment prescribed by the responsible doctors. Based on the list of the patients and the related messages, mHealth TB and HIV/SIDA applications will send reminding SMS-es through Moldcell data transportation channels. When an SMS will be rejected, the service will re-send it.
mHealth Pregnancy. Pregnant women and those who just gave birth will also be able to benefit from the program, registering simply by sending an SMS to a Moldcell short number. The SMS will contain: a code, number of pregnancy weeks, the time when the woman wants to receive the SMS and the communication language. The application mPreagnancy includes the solicitant in one of the 7 categories of pregnancy. Later on, she will receive 7 informative messages, depending on her pregnancy term.

The operator considers that it is necessary to be actively involved at supporting the community, by improving the living and health conditions of the people from Moldova. This is why mHealth offered by Moldcell provides FREE OF CHARGE assistance to the beneficiaries of the program during the first 2 years. Also, the company covered all the costs related to the creation of 3 applications: mHealth TB, mHealth HIV AIDS, mPregnancy, user guides design and will also offer a certain number of mobile phones for the beneficiaries.
Note: All the messages sent to programs’ beneficiaries are formulated by IHMSA, with the approval of the Ministry of Healthcare of Republic of Moldova.
2. Moldcell company together with its honorary guest Dawn Haig-Thomas, GSMA innovation director and in partnership with CTS, presented several practices from Mobile ID domain. Together with the forthcoming service launching every citizen of the Republic of Moldova, Mobile-ID service subscriber will have the opportunity to confirm his/her identity via mobile phone gaining a high degree of flexibility in self-identification process for different purposes such as: access to e-government services and remote documents signing. In some countries, by means of Mobile ID, bank services and voting through the phone are also performed. Mobile ID services implementation will be done by the mobile operators and the Moldovan eGovernance Center efforts combination.
3. Mobile Banking application – is designed for the bank clients and improves the field development. Thank to this application, the bank services will become more accessible, efficient and quicker due to the fact that it will provide the possibility to the clients to check the account balance and perform different bank transactions directly from the mobile phone.
4. Moldcell Data Center will be connected to the most modern Fiber Optic network existent now on Moldovan market with high-quality coverage through the whole country. Moldcell Data Center will provide such services like “cloud-computing”, which supposes calculation services, applications and access to the resident data information. It will provide these services to the local economic agents as well as to those international and very popular worldwide, such as Google, IBM, HP. The system, offered to the business field, provides the following advantages: reducing the risk of data loss and stopping the equipment functioning. It will reduce consistently the technologies implementation time from months and years to weeks. The setting and launching costs of the new business also will be reduces consistently. Moldcell plans to invest during a 3-ears term a sum that will exceed 60 million lei. Also, around 50 new workplaces will be created and the occupied surface will achieve up to 2 hectares.
2012 ICT Summit in Moldova is held under the patronage of the Ministry of Information and Communications Technology, being organized by the National Association of ICT Companies, Competitiveness Enhancement and Enterprise Development II (CEED II) USAID Project, Center for Electronic Government (eGov) and World Bank.
