New rules on (fiscal) invoices

Order of the Ministry of Finance no. 199, dated 10 December 2015 and Order of the Ministry of Finance no. 203 dated 18 December 2015, both on the approval of the special document “(fiscal) invoice,” were published in Official Gazette of Moldova no. 340-346 (18 December 2015) and in Official Gazette of Moldova no. 347-360 (25 December 2015) respectively. 

According to these Orders, the rules for printing (fiscal) invoices will be subject to the following amendments:

- the right to print these documents will be granted based on a receipt issued electronically, following a request from taxpayers submitted via “Online Order” IT software;
- safety marks on the special paper on which these documents will be printed are to be determined by taxpayers, in accordance with their needs and possibilities.;
- printing these documents will no longer be subject to the previous restrictions (e.g. taxpayers’ volume of activity); 
- these documents can be used either in their preprinted version or as printed by taxpayers;
- taxpayers can benefit from this right throughout the entire period they remain registered for VAT purposes, without having to reconfirm it;
- the restriction setting out the minimum number of copies of these documents has been eliminated;
- it is no longer mandatory to indicate the series and/or the order number of these documents;
- appendices to (fiscal) invoices will be subject to the same rules as (fiscal) invoices.

Both Orders are applicable starting from 1 January 2016.
