Senior Expert Human Resources MD (Job Ref: SEHR)
Petrom-Moldova, an international oil & gas company, the Top Employer of 2021 according Axa Management Survey, is looking for a full time position of Senior Expert Human Resources responsible for all HR processes at Country level. The position is direct reporting to the General Manager Petrom Moldova and DM Refining & Marketing HR Business Partner OMV Petrom (Group reporting).
The main purpose of the local Senior Expert Human Resources is being a strategic partner for senior business management and offering added value to the country business by defining human resource initiatives and approaches that are suitable to the company. Also, to drive and manage further on assigned HR projects & processes efficiently and effectively and ensure implementation and operative delivery of the state of systems, processes and workflows in the respective area.
Main responsibilities:
• Pro-actively initiating and contributing to the development of HR tools, processes and projects together with responsible HR functions of Refining & Marketing / OMV Petrom / OMV
• Continuously analyses and evaluates company requirements/business needs and proactively proposes process improvement opportunities and necessities
• Defines and implements change management plans
• Coaches line managers in people management
• Planning, implementing and monitoring related HR development/improvement projects in Petrom Moldova
• Coordinates the HR Stream for reorganization projects, incl. interface to Line Management, alignment within HR Community and implementation with counterparts from Refining & Marketing / OMV Petrom / OMV
• Manages all processes related to recruitment and onboarding
• Coordinates all processes related to Performance & Development system (My success factors), as well as Talent Management& Succession Planning
• Maintains updated HR Regulations in accordance with OMV / Petrom guidelines / Local legislation and follow the local flow of approval and implementation
• Responsible for Internal Communication and Company Culture
• Acts as Local Compliance Officer and provides support to Corporate Affairs and Compliance department
• Coordinates Local Quality Management processes and Data Protection Security Policy at the Company level

The ideal candidate should have the following profile:
• Work experience in similar field: > 7 years (international experience or multinational environment experience would be an advantage)
• Previous experience in leading a project team
• Previous experience in dealing with HR operations in changing organizations
• High knowledge of labor law
• Fluent in English, Romanian, Russian
• Computer literate (Microsoft Office, SAP)
• Professional-level knowledge of the human resources processes and labor market dynamics
• Communication skills
• Proactive attitude
• Ability to solve problems
• Self-organizing capacity and transparency
• Positive attitude and ability to mobilize and mobilize others
