SPECIFIC PROCUREMENT NOTICE

Ref: NPP/AFA/CS/IC/27

The Sustainable Development Account-Moldova (SDA-Moldova) is seeking Expressions of Interest (EOIs) from Individual Consultants for the provision of Access to Finance (AFA) Consultant services. This is a full-time assignment for a term not to exceed December 29, 2017.

The Consultant shall have (i) a University degree in banking, finance, economics or business administration. The availability of a Master degree in banking, finance, economics or business administration would be considered an advantage; (ii) proven experience of at least 7 years in lending (credit) or leasing operations in banking, microfinance or leasing. Experience of implementing donor-funded credit lines or other projects/activities in banking, microfinance or leasing would be considered an advantage; (iii) proven experience in development or implementation of loan (credit) or leasing monitoring activities. Experience in collection activities would be considered an advantage; (iv) working knowledge of business planning, analysis, evaluation, reporting, monitoring. Working knowledge of assessment of financial condition of banks would be considered an advantage; (v) experience of working with central public authorities, business community or NGOs; (vi) working knowledge of financial risks, risk analysis and risk management; (vii) excellent oral and written communications skills in Romanian, English and Russian; (viii) User knowledge and experience operating with Windows, MS Office {Word, Excel, PowerPoint}, MS Outlook, Internet Explorer. The Consultant should also (i) be a citizen of the Republic of Moldova, or a resident of the Republic of Moldova holding an appropriate work permit; (ii) be of outstanding character and integrity; (iii) be free of all conflicts of interest and committed to protecting the integrity of the Program.

The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. A shortlist of the most qualified Consultants will be invited to the interviews and the most qualified consultant will be invited to submit a financial proposal and negotiate a lump sum fixed price contract.

To be considered for this assignment, interested Consultants must submit an EOI, using the EOI forms, available upon request from SDA-Moldova, at the email addresses indicated below. Interested Consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. The shortlist of the Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant's submission. All EOI documents shall be presented in the English language. The EOIs not submitted in the requested format will not be considered.

Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc).
