Danube Logistics: Customs Service Supports Investors by Simplifying Procedures

"The initiated reforms aim to create a competitive environment for investors in various sectors of the economy so that they can benefit from the most innovative tools of customs administration" stated General Director of the Customs Service, Vitalie Vrabie during the meeting with Thomas Moser, CEO of ICS Danube Logistics SRL, a company that manages Giurgiulesti International Free Port (GIFP).

During the meeting there were discussed several issues that need to be optimized in order to ensure smooth functioning of the port and create favorable conditions for the residents of GIFP. The parties established an agenda of actions to be undertaken in the near future by a working group that was formed for that purpose. These measures provide for the identification of solutions to simplify customs procedures, as well as adjustment of the existing legal framework so that new provisions regulate including the activity of GIFP. In this regard, Rosario de Blasio, Senior EU Adviser in Customs area, has stated that within these procedures there will be considered best community practices, so that the results correspond to the requirements of international standards. At his turn, the CEO of GIFP, Thomas Moser welcomed the constructive dialogue and the solutions proposed by the Customs Service which will not only simplify international trade of Moldovan companies but also facilitate additional investments of Moldovan and international companies within GIFP.

”Prin reformele demarate, ne propunem să creăm un mediu competititiv pentru investitorii din diverse ramuri ale economiei, astfel încât aceștia să beneficieze de cele mai inovatoare instrumente de administrare vamală.” – este declarația Directorului General al Serviciului Vamal, Vitalie Vrabie în cadrul întrevederii cu Thomas Moser, Director General al ÎCS Danube Logistics SRL, companie care administrează Portul Internațional Liber Giurgiulești (PILG).

În cadrul discuțiilor au fost relatate o serie de aspecte care necesită a fi optimizate în vederea asigurării unei bune funcționări a portului și creării de condiții favorabile pentru rezidenții acestei zone. Părțile au stabilit o agendă de acțiuni care se preconizează a fi întreprinse în perioada imediat următoare de către grupul de lucru constituit în acest sens. Respectivele măsuri prevăd identificarea soluțiilor de simplificare a procedurilor vamale, precum și ajustarea cadrului legislativ existent, astfel încât noile prevederi să reglementeze inclusiv activitatea PILG. La această temă, Rosario de Blasio, Înaltul Consilier al UE în domeniul vamal a precizat că în cadrul acestor demersuri vor fi luate în considerație cele mai bune practici comunitare, astfel încât rezultatele obținute să corespună exigențelor standardelor internaționale. În replică, Administratorul PILG, Thomas Moser a salutat dialogul constructiv și soluțiile propuse de către Serviciul Vamal, care vin nu doar să simplifice comerțul internațional al Republicii Moldova, dar și să încurajeze investițiile adiționale ale companiilor autohtone și internaționale în PILG.
 

Danube Logistics, Giurgiulesti International Free Port

Giurgiulesti International Free Ports (GIFP) entire 120 ha territory has a status of a free economic zone and consists of an oil product terminal, a grain terminal as well as a general cargo and container terminal including a RoRo ramp (start of operation by September 2011). Due to its location on the Lower Danube with available water depths of up to 7 meters, GIFP is capable of receiving both inland and sea-going vessels. Against this background the GIFP serves its clients as: - the only direct sea/river-borne transshipment and distribution point to and from the Republic of Moldova, - a regional logistics hub on the border of the EU with access to road, European and Russian railway, river, sea, and - an excellent business location, because of its strategic location, tri-modal transport infrastructure, low cost environment and a unique customs and tax regime.
