The Millennium Challenge Corporation (“MCC”) and the Government of Moldova (the “Government”) have entered into a Millennium Challenge Compact (“the Compact”) for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Moldova in the amount of USD 262 million.
MCA-Moldova now seeks Expressions of Interest (EOIs) from Individual Consultants for the provision of professional services to provide daily oversight of the operations of Works Contractors and Construction Supervision firms performing the duties of the Engineer under the CISRA activity and serving as their point of contact (POC) with MCA-Moldova (2 positions).

The Consultant shall have (i) a Bachelor’s degree with a major in a relevant discipline (e.g. Civil Engineering, Water Engineering, Law, Finance, Business or Commerce). A relevant Master degree will be considered as an advantage; (ii) Extensive knowledge of international best practices in project administration, contract management procedures and project follow-up; (iii) Excellent knowledge of Standard Bidding Documents (Works, Services, Goods) used by major international finance institutions (MCC, WB, ADB, EBRD, EC); (iv) At least five (5) years of experience in managing large works contracts under FIDIC conditions of contract (Red and Yellow Books) funded by International Financial Institutions (MCC, WB, ADB, EBRD,EC); (v) At least five (5) years of direct relevant work experience as Project Director / Officer or Team Leader / Contract Manager in international donor funded water or irrigation programs; (vi) Work experience in CIS countries; (vii) Fluency in written and oral communication skills in spoken English. Knowledge of Romanian or Russian would be an advantage.
Before applying, interested Consultants should review the Terms of Reference (“TOR”), available upon request from the Procurement Agent of MCA-Moldova, which describes the assignment in detail, at the email addresses indicated below.
The selection shall be carried out in accordance with the procedures set forth in the MCC Program Procurement Guidelines. The most qualified two Consultants will be invited to submit the financial proposals and negotiate a lump sum fixed price contracts. It is planned that the Base Period of this assignment will be for twelve (12) months commencing in September 2013, with a renewal option for the required additional period, at sole discretion of MCA-Moldova, based on the quality of services provided during base period. The participation in this assignment shall require full time presence in Chisinau, Moldova.

To be considered for this assignment, interested Consultants must submit an Expression of Interest (EOI) to the Procurement Agent, using the EOI forms, available upon request from the Procurement Agent, at the email addresses indicated below. Interested Consultants must submit information on their credentials to perform the services, including description of similar assignments, experience in similar conditions, availability of appropriate skills, qualifications and other relevant information. Consultants will be selected through comparison of qualifications. Therefore, it is important that all relevant information be included in the consultant\'s submission. All EOI documents shall be presented in the English language. The EOIs not submitted in the requested format will not be considered.
Consultants shall submit as well the names and contact information (telephone number(s) and email addresses) of at least three professional references, and to clearly state the relationship of the professional reference to the candidate (e.g., supervisor, client, former colleague, etc).
